Over 17,000 inmates conditionally released in first half of 2025

Nearly 155,000 inmates have been released early from prison in Uzbekistan over the past five and a half years, according to an analytical report by the Supreme Court.
In the first half of 2025, courts across the country conditionally released 17,144 individuals before the end of their prison terms. In addition, the sentences of 5,467 people were commuted to more lenient penalties.
For comparison, 15,909 inmates were granted early release in the first half of 2023, while the figure rose to 16,624 during the same period in 2024. In the first six months of 2024, 6,222 inmates had their sentences reduced.
The number of inmates conditionally released early in the past five years is as follows:
- 2020 – 21,970
- 2021 – 21,780
- 2022 – 26,753
- 2023 – 33,612
- 2024 – 33,151
Earlier, it was reported that the number of individuals acquitted by courts in the first half of this year had decreased by 2.5 times compared to the same period in 2024.
In total, 61,481 criminal cases were reviewed by courts in 2024. Over the course of the year, 77,995 individuals were tried in criminal courts – the highest figure in the last five years. The severity of the crimes committed varied: 31,212 individuals (40%) were convicted of offenses deemed socially non-dangerous; 19,688 (25%) of moderately serious crimes; 22,951 (29%) of serious crimes; and 4,144 (5%) of especially serious offenses.
In 2024, 20,655 individuals were sentenced to imprisonment – the highest number recorded in the last five years. By comparison, 7,107 were imprisoned in 2020, 12,922 in 2021, 17,610 in 2022, and 17,391 in 2023.
