Former Toshshahartansxizmat chief released early after appeal replaces prison term with restricted freedom

Anvar Juraev, the former head of Toshshahartansxizmat JSC who was convicted earlier this year under seven articles of Uzbekistan’s Criminal Code, has been released from custody.

On 5 June 2025, the Tashkent City Court’s appellate panel for criminal cases ruled to replace his prison sentence with a more lenient measure.

Juraev, who had been sentenced in February 2025 to 7.5 years in prison, will now serve 4.5 years of restricted freedom instead. Additionally, he has been barred from holding financially responsible or managerial positions within the Toshshahartanskhizmat system for three years.

As previously reported, Juraev was taken into custody in February 2024. At the beginning of this year, he was found guilty of multiple serious offenses, including:

large-scale embezzlement and misappropriation,
tax evasion,
abuse of power resulting in major financial damage,
official forgery,
and laundering proceeds of criminal activity.

All charges were brought under various articles of the Criminal Code of the Republic of Uzbekistan, and the court initially sentenced him to 7.5 years of imprisonment.
