Civil servants to receive salaries solely from state budget, bonus payments from off-budget sources to be eliminated
The Ministry of Economy and Finance plans to establish a unified wage system for civil servants by defining funding sources.

In Uzbekistan, it is planned that civil servants will receive their salaries exclusively from the state budget, eliminating additional payments and bonuses financed through extra-budgetary funds. This initiative is outlined in a resolution by the Cabinet of Ministers dated April 8 (Resolution No. 210).
According to the document, the Ministry of Economy and Finance has been tasked with developing a regulatory framework by September to revise the current civil servant wage system and the distribution of budget revenues, aiming to establish a consolidated budget.
Specifically, civil servants will be paid based on a “single principle,” discontinuing additional payments financed from both budgetary and extra-budgetary sources, including targeted state funds.
Furthermore, the Ministry must also draft regulations for reducing the number of extra-budgetary accounts held by ministries and government agencies, which are formed through duties, mandatory fees, payments, fines, and deductions.
The Ministry's press service told Kun.uz that the current civil servant wage system has many shortcomings. These include disparities in salaries, bonuses and payments from extra-budgetary funds, outdated legal frameworks, and low official base salaries.
The Ministry of Economy and Finance aims to fundamentally reform the wage system for civil servants, ultimately creating a “unified, transparent, and fair system.”
In addition, the Ministry plans to:
• define job categories based on the type and complexity of the work;
• standardize the wage system and funding sources;
• prohibit the payment of salaries from extra-budgetary funds;
• introduce new tariff coefficients, civil service ranks, additional KPIs, and annual bonuses for civil servants.
