Government approves measures for implementation of “Sea Breeze Uzbekistan” project

The Cabinet of Ministers has published a resolution on the implementation of a major investment project for the construction of the all-season resort complex “Sea Breeze Uzbekistan.” The project, worth $5 billion, will be developed around the Charvak Reservoir on a 577-hectare area by Azerbaijan’s Agalarov Development LLC and its joint venture, Sea Breeze Uzbekistan LLC.

According to the resolution, the environmental conditions of the resort area – including water quality – will be under constant supervision by state authorities.

Green areas will be classified based on their ecological and aesthetic value, and for the most significant specimens, measures will be taken to relocate them rather than cutting them down.

The Prosecutor General’s Office will take special control over the observance of all urban planning and environmental standards within the resort territory.

A Republican working group has been established to oversee the construction of the Sea Breeze Uzbekistan complex in the Bostanlyk district of Tashkent region, led by Agalarov Development and its local partner.

The $5 billion project aims to develop modern tourism infrastructure, improve service quality, and create new job opportunities for the local population.

Sea Breeze Uzbekistan will take on several obligations during the implementation of the approved project. All project solutions must be agreed upon with the relevant government bodies before construction begins.

In addition, tariffs for utilities provided to consumers in the resort area will be set in coordination with the Cabinet of Ministers. The company is expected to adopt best international practices in tourism infrastructure development and adhere to the environmental requirements and standards of sustainable construction.

Compensation will be paid in accordance with the current legislation for any privately owned properties affected by the project.

The resolution stipulates that state bodies will oversee the implementation of the project. The Prosecutor General’s Office will be responsible for monitoring full compliance with urban planning and environmental regulations in the resort zone.

Among the key obligations of Sea Breeze Uzbekistan is ensuring the project’s compliance with environmental requirements. This includes preventing the discharge of waste and sewage into the Charvak Reservoir and the Chirchiq River during and after the project’s implementation. Wastewater must be directed to the Chirchiq city wastewater treatment facilities.

Failure to comply with environmental regulations may lead to the suspension of the project and the revocation of land lease rights.
