Uzbekistan toughens penalties for disobeying police and National Guard orders
Uzbekistan has significantly raised penalties for refusing to comply with lawful demands from law enforcement and National Guard officers. Under a new law signed by the president, the minimum fine has increased fivefold, from UZS 412,000 to UZS 2,060,000.

Amendments have been made to the Administrative Liability Code, strengthening accountability for noncompliance with legal orders from internal affairs officers and National Guard service members.
The updated penalties are as follows:
- For refusing to comply with lawful orders from officers of the Ministry of Internal Affairs or the National Guard, individuals will now face fines ranging from 5 to 12 BCU (UZS 2,060,000–4,944,000). Previously, the minimum fine was 1 BCU (UZS 412,000).
- If the same offense is repeated within a year after an initial administrative penalty, the offender will face fines of 12 to 30 BCU (UZS 4,944,000–12,360,000) or up to 15 days of administrative arrest. The previous maximum fine was 15 BCU (UZS 6,180,000).
Senators who backed the legislation noted a rise in recent years in cases where citizens refuse to comply with lawful instructions issued by law enforcement or National Guard personnel.
In 2024, more than 85,000 administrative violations were recorded for failing to comply with lawful demands of internal affairs officers.
