Construction company faces legal action for failing to deliver housing on time

The residential building was scheduled to be commissioned in the fourth quarter of last year. A citizen who had signed a contract with the developer filed a complaint.

The Committee for the Development of Competition and Protection of Consumer Rights has initiated a case against the construction company LLC Zamin Great City following a complaint submitted by a citizen, according to the committee’s press service.

According to the statement, the citizen paid 252.608 million UZS for a two-room apartment measuring 39.47 square meters in a multi-storey residential building located in Tashkent’s Bektemir district.

As stipulated in the contract, the property was to be commissioned in the fourth quarter of 2024. However, construction of the building has been suspended, and the apartment has not been handed over to the buyer.

Under Article 19 of the Law “On Consumer Protection,” if housing is not delivered within the agreed timeframe, the buyer has the right to terminate the contract, demand compensation for damages, and request a refund. The developer is also obliged to pay penalties stipulated by law and fulfill other contractual obligations related to the construction delay.

The committee has formed a special commission and opened a case against Zamin Great City. Measures have been identified to ensure compliance with construction deadlines, safeguard consumers’ legal rights, and restore their financial interests.

The committee urged consumers to exercise caution when signing contracts with developers and reminded construction companies to strictly adhere to their contractual obligations.

It was noted that in 2024, the Committee received 1,640 complaints regarding violations of consumer rights in the construction sector. In the first part of 2025 alone, an additional 234 complaints have been received. As a result of investigations, a total of 16.159 billion UZS has been recalculated and returned to affected parties.
