Every year until May 1, plots of land for the construction of a private school are auctioned. In 2025-2030, the state will cover 50% of utility costs in newly built private schools.
The presidential decision “On measures to expand the network of non-state general secondary education organizations and increase the opportunities to attract business entities to this process” was adopted.
According to the decision, from January 1, 2025:
• on loans of up to 20 billion soums allocated in the national currency at market interest rates from commercial banks' own funds to establish the activities of non-state general secondary education organizations, compensation is provided to cover the part of the interest rate that exceeds the main rate of the Central Bank, but not more than 1.5 times;
• when there are business entities that have newly built buildings for non-state general secondary education organizations or have established general secondary education activities in their buildings and structures, for a period of 5 years, 50 percent of their utility costs related to the activities of these educational organizations will be reimbursed;
• Until January 1, 2030, legal entities will be given the right to deduct the expenses related to the construction of non-state general secondary educational institutions from their own funds in equal shares for 2 years when calculating the profit tax.
Also, for the establishment of new non-governmental general secondary education organizations and the construction of buildings, local governments annually:
• Suitable land plots will be determined by March 1;
• By April 1, the address list of land plots with a total area of not less than 50 hectares will be submitted to the government for approval;
• Based on the list of addresses approved by May 1, land plots will be released for “E-auksion” on the basis of ownership or lease.
In this case, plots of land that have not been sold in auctions for more than 3 months will be put up for repeated auctions, using the mechanism of step-by-step reduction of the starting price up to 50%.
